Ah, what I meant to say was that there should be one new config option per
newly configurable timing value and that they should all be set to
reasonable testing defaults when TestingTorNetwork is set.
TestingTorNetwork shouldn't magically set anything that cannot be changed
by setting other config options afterwards. So, one torrc line for most
people, not four.

Agreed.
Will reply to your earlier comments once I have better results. Still
trying to reproduce the issue somehow.
