 I don't recall the exact reasons behind calling config options TestingFoo,
 but wasn't it something about not being able to change config values
 unless TestingTorNetwork is set?  There are other config options, like
 TestingAuthDirTimeToLearnReachability, which are used (with different
 values) in normal operation, but which can be changed in testing mode.  I
 can change this, but I'm not yet convinced it shouldn't be TestingFoo.
