Comment:

 Correct, it does look related to #13718.

 The other thing to notice in this case is that it's a non-exit relay with
 no dirport, so it doesn't do microdescriptors, and it doesn't serve dir
 info so it stops fetching it after a while.

 I wonder if teor tested that configuration.
