 In the consensus moria1 has the following entry for itself...

 128.31.0.34 9131 9101
 }}}

 But tor and stem
 [https://gitweb.torproject.org/tor.git/tree/src/or/config.c#n819 instead
 use 128.31.0.39]. Seems both addresses work, but should tor and stem cite
 what moria1 itself does? I'm running into this because I added a test to
 see 'is our hardcoded dirauth list up to date?' and it's failing for
 moria1 right now.

 (not spotting a dirauth component so defaulting to tor, but marking arma
 as the owner)
