 The current test-stem rule ignores the Python binary given on
 `./configure`. I ran into this issue because `mock` was installed under
 Python 3.4 while the default Python on my system is 2.7. Therefore, Stem
 could not find `mock` and stop.

 With the attached patch Stem runs using the configured Python binary.
