Comment (by cypherpunks):

 This ticket have no sense with false for plugin.disable (if missed too) by
 default. It should be true by default then plugins could be enabled by
 add-on manager (does by this ticket) or torbutton's security settings if
 enabled plugins (need some new code for torbutton?).
