I wouldn't say that Metrics is broken. Metrics just takes the advertised
bandwidth values that relays claim to have configured and observed from
recent data transfers and displays them. The only thing that is broken is
the assumption that relays wouldn't lie.
Please also follow the links to Metrics' About page for
[https://metrics.torproject.org/about.html#advertised-bandwidth advertised
bandwidth] and [https://metrics.torproject.org/about.html#bandwidth-
history bandwidth history] which state that these values are only claimed
by relays.
If you think we should make this more explicit, please suggest new
phrasings for graph pages or the About page. Thanks!
