 Aborting the setup wizard does not lead to the language selection dialog
 showing up again on re-start. I think we should treat it as an integral
 part of the setup wizard, though, showing it again as well. For instance,
 it might be the case that users realize they selected the wrong language
 and try to undo that by clicking on `Quit` on the next pane (as there is
 no `Back` button  available). But restarting Tor Browser won't help them
 currently.
