Comment (by teor):

 In #18348, I downgraded some of these warnings to info level, where I
 thought they might happen during normal operation.

 Happy to look into distinguishing the "network is down" case from the
 "you've configured tor so you can't access anything" case. We should check
 how many relays are in various lists before logging this message.
