Comment:

 There are two things that would help debugging this:

 1) Is that new in Tor Browser 6.5 for you? If not which is the first
 version with this behavior? You can find older versions for testing here:
 https://archive.torproject.org/tor-package-archive/torbrowser/

 2) There is #19276. Could you play with the preferences mentioned there
 and report back if flipping any of them changes things for you?
