Comment:

 #19608 was fixed in 0.3.0.2-alpha, and we mitigated this issue by
 selecting 53 IPv6 fallbacks in #18828. We should continue to choose 200+
 fallbacks, and encourage relay operators to enable their IPv6 ORPorts.

 This will not be an issue until clients use IPv6 by default (#17217).
