 Sometimes if one is not paying attention to lift the key pressed earlier
 than the modifier key first it happens that the `keyup` event is leaking
 the key that would have been pressed without the modifier in the first
 place. See the `ß` in #21390. We should make sure that the `keyup` event
 is delivering the same key as in the `keypress` event.
