Hmmm, protover was introduced in tor-0.2.9.4, with that Tor version
(0.2.9.11), `pr` can't be empty... But I guess, I should have asked if the
dirauth do such validation that is Tor version + pr line. In other words,
can I modify my tor to have an empty `pr` line and then it is accepted as
is with any Tor version I put there?
