I have been just hit by this on TBB 7.5. It is using the default guard
context, no bridges. I am not sure if it is this or #23863. It is running
but basically useless, it cannot load any web pages and all other apps
using this Tor's instance SocksPort are also disconnected. It is in this
state for about 4 hours, want to leave it a little bit more to see if it
recovers. I get this:
