 Hm.  Could be at least two bugs at work here then: the one responsible for
 the crash (still see my branch gmtime_null), and the one responsible for
 making the state file not get replaced.

 rransom: I'm trying to understand the nature of the windows issue, and not
 getting it. Is it that file_status() fails and so we never try to unlink
 the old file, or is it that unlink() fails, or is it that even if we
 unlink the old file, the rename() might still fail?
