Comment(by iang):

 That's not part of this code.  Isn't that just the normal behaviour of
 SENDMEs?  When a certain number (100 for circuits, 50 for streams, is it?)
 of cells are sent from the exit to the server, the exit sends a SENDME
 back to the client asking for more?
