 Yes -- Tor resolves its address synchronously using `tor_addr_lookup` (see
 [https://gitweb.torproject.org/tor.git/blob/1b8f2ef5505a3ee4d824abf70141e1ad8b48e66c:/src/or/config.c#l2402
 `resolve_my_address` in src/or/config.c]).  See also #2267, which is also
 caused by a DNS lookup in `resolve_my_address` (but earlier in the
 function).
