 It doesn't necessarily generate exactly 3 popups hitting
 check.torproject.org - I just got 7 or 8 (probably due to the cache being
 cleared and more hits occurring for CSS files, favico, etc).

 However, it was still doing it with all other extensions disabled except
 for 'Add-on Compatibility Reporter', which I (a) can't easily disable
 because I'm running 4.0b10pre, and (b) is a pretty low-likelihood cause of
 problems.
