 Ehhh. It seems that the signup form is separate from an rss feed for the
 announce list, tho it seems questionable whether we want to surprise users
 with an external provider like that. The change I made was purely to make
 the html more valid, so you need to ask andrew about where exactly he
 wants the rss. I suspect we might want it on index, download, and
 download-easy for users to follow the list without signing up, or we want
 it nowhere. I don't think we want it anywhere but where I listed.
