Looks like this should target 0.2.4.9 unless 0.2.4.8 gets delayed; I'll
want to test any fix here before shipping it.
For a fixed-up version of the fix -- I guess we could change the circuit
ID selection logic so that it doesn't pick any circID currently in use,
*and* it doesn't pick any circuitID that currently has a queued destroy
cell. That would work.
I agree with the proposition that this isn't the best possible fix. Not
sure what the best possible fix here would be; let's get something working
in place and then go from there.
