 In the end, thinking also about the discussion had with lunar, I concluded
 that the ideal strategy is to include the geoip files as part of the
 python source distribution and ship them as part of the ooni-probe debian
 package.
 It will make it larger, but at least it means we can have consistent
 results and can ship updates of the geoip data files as part of ooni-
 probe.
