 PrefBar hasn't anything to do with HTML5. Unless you want to.

 I've suggested this solution 5 months ago. It's sad to see that the
 torproject blog is full of posts that requests an easy way of disabling
 JavaScript, while the solution awaits your blessing (and expert vetting of
 privacy and security issues.)
