 I gave this a shot and it seems to work.  For the record, this is how you
 seem to set environment variables on Windows:
 {{{
 SET TOR_PT_MANAGED_TRANSPORT_VER=1
 }}}
 And that's '''not''' the same as the following which is incorrect:
 {{{
 SET TOR_PT_MANAGED_TRANSPORT_VER="1"
 }}}
