Hi Tom. This list is an interesting idea since it treads into the realm of
'what kind of people would we like to recruit?'
My first thought when reading this was "If we're looking for developers,
then what's wrong with a recruiting email to tor-dev@?".
The usual reason for an announcement list is to cut down on noise, so the
obvious reply is "Well, people might want to *just* listen for job
postings where they can make money. Not all development discussions." But
if that's the case then do we want those people in the first place?
