 I agree with you that technically it's not entirely accurate.

 But it's not clear to me that saying "session" would provide any more
 accuracy -- everybody brings their own assumptions to these words, and
 many of those assumptions don't apply well.

 The main reason I'd suggest to stick with 'new identity' is because Tor
 users recognize the phrase by now.
