 Unless I did something wrong, `TIME_IS_FAST` is false in Tor 0.2.5.10 on
 the current OpenBSD release (5.6).

 I threw `#error "TIME_IS_FAST = True"` and its complement into the `#if`
 in `src/common/util.h`.
