Comment:

 Just noticed a thing: the "goto retry_without_exclude" in
 router_pick_directory_server needs to be conditional.

 Merged, cleaned up.  The merge was complicated; somebody should probably
 have a look at it.

 The merge is 5d4bb6f61f360ddcbee83476ff2f93a13f3a19c0.

 The tweak is 6c443e987d318aabb92fc8acc25cf6ce82692118.
