Comment:

 The patch is in my `fix/18071-riemann` [https://github.com/isislovecruft
 /tor-browser-bundle/tree/fix/18071-riemann branch].  It sets riemann as
 the first bridge since it has unlimited bandwidth capacity and is not
 currently blocked.
