Comment:

 Please see my branch fallbacks-0281 in https://github.com/teor2345/tor.git

 It contains a whitelist, blacklist, and resulting list of fallback
 directories (21).
 (I expect there to be more by the 0.2.8.1 release date, as long as we fix
 #18050.)

 It also contains a fix for a number formatting issue in the script output.
