 The default mode should make it easier to do this:

 check_existing should log like this:
 https://trac.torproject.org/projects/tor/wiki/doc/UpdatingFallbackDirectoryMirrors#b.HandlingBrokenFallbacks

 The easiest way to implement this may be to filter by whitelist /
 blacklist first (and at info level), then do the other checks.
