Comment:

 I've rebased on master (to sort out the merge history) and added a unit
 test, as `ticket20218_rebased` with PR at
 https://github.com/torproject/tor/pull/1670 .

 I have some questions in the unit test about particular fields; please let
 me know what you think there, and I'll revise the test.
