Tor's stem `test_take_ownership_via_controller` test is currently failing,
possibly due to some unrelated changes in stem or tor:
https://github.com/torproject/stem/issues/52
Your PR fails the same test:
https://travis-ci.org/torproject/tor/jobs/639537151#L3665
Once the `test_take_ownership_via_controller` issue is fixed, the stem
tests will hang, and we don't know why. It's been going on for a while. So
we are going to implement #30901 to get some diagnostics.
The stem CI job is marked as "allow_failure" in Travis, so you can pretty
much ignore the results.
