Comment:

 After some discussion on IRC, we've decided to deprecate the usage of XMPP
 for GetTor. The XMPP bot has not been working for a long time and we're
 looking at other newer and more popular alternatives:
 - Twitter
 - Telegram (#22011)
 - Facebook messenger (#21382)
