Let me try to understand. In 0.2.3 directory authorities, the hash of
the descriptor in the vote is different for the new descriptor but
dirserv_add_descriptor() will drop it and this will happen again 10
seconds later?
If so, can we put this change in 0.2.3 too and make sure all dir auths
are running at least the version containing this change before
deploying any 0.2.4 dir auths with AuthDirPublishIPv6=1?
