Comment(by arma):

 I believe there are various combinations of things you can click on
 Vidalia that will get you into this state. I don't have an example of how
 to reproduce, but "setting up relaying" is a good ingredient to start
 with.

 Another fine reason to want to move to TBB 3.0.
