Raspian is not Debian. They decided to call their architecture for dpkg
purposes 'armhf', but Debian's armhf requires an arm v7 CPU whereas the
raspberry pi is only an arm v6.
Debian's armel architecture runs on the raspberry pi, but you don't get
hardfloat and maybe other benefits of the CPU. Tor's armel .deb packages
work just fine on that.
