 Ok, builders/tor-browser-builder commit
 3f83d43a323ba18479894f5c12e4c99ff80882f7 should build a Windows Bundle
 that links against and includes that DLL.

 If anyone has a WinXP vm that would like me to put a test build somewhere
 to verify that it no longer crashes, I can do that later this week.
