 thats incorrect formula.

 Advertised Bandwidth 368.04 KB/s

 data from torstatus: Bandwidth (Max/Burst/Observed - In Bps):   1073741824
 / 1073741824 / 7031

 advertised bw seems to be directly related to bw weight, not observed
 bytes.

 It would be something like (sum of all observed)/(sum of all bw weight) *
 relay bw weight.
