 Way to reproduce this:

  - go to https://compass.torproject.org/
  - group relays by country
  - hit submit
  - click on fingerprint table header to sort in ascending order
  - click on fingerprint table header again to sort in descending order
  - note how, e.g., (96 relays) comes before (887 relays)
