#12530: Disable unused Ooni github features; direct visitors to appropriate home.

There is a profusion of github repositories, issues trackers, and wikis
related to Ooni.
It is my understanding that *all Ooni issue tracking* should happen in
this Trac under the Ooni component, so the rest of this ticket follows
that assumption.
**Task 1 - Close all unused repositories**
This repository appears unused and should be removed:
* https://github.com/TheTorProject/ooni
Note, I believe these repositories under TheTorProject on Tor are
unrelated to Ooni, so nothing in this ticket addresses them:
* https://github.com/TheTorProject/stegotorus
**Task 2 - Close all github issue trackers related to Ooni**
But, don't lose information if at all possible! Either copy over each
ticket into distinct Tor trac tickets, or simply change the github issue
tracker to readonly, if possible.
Wasn't this already done? I'm confused.
Here are the github issue trackers I currently see which should be closed
/ set read-only:

I believe that would be:

* https://github.com/TheTorProject/ooni-backend/wiki
* https://github.com/TheTorProject/ooni-reader/wiki
* https://github.com/TheTorProject/EvilGenius/wiki
* https://github.com/TheTorProject/ooni-web/wiki
* https://github.com/TheTorProject/ooni/wiki - by this point this
repository should be removed due to Task 1.
Note - There is only one wiki which should *remain*:
