Then that phrasing is incorrect, please file a bug. The multipliers are
(and are intended to be) separate.

I probably won't make changes w/o knowing all of the exact effects they
have. I could test, but what would your example of inner height = 700
actually prove?
It would narrow down the problem, but it's probably unnecessary, because:

I keep it off by default.
I keep it on. Either way, the one thing you must never do is to
selectively enable/disable it for only some sites, because this will
identify you: https://www.torproject.org/docs/faq#TBBJavaScriptEnabled
