Comment:

 Resolving this as fixed.  In TB 3.6.3, the
 browser.startup.homepage_override.mstone preference is set to "ignore"
 which means that the homepage override functionality is not used.

 If you are able to reproduce this problem, please reopen this bug or file
 a new bug.
