Hi Aaron. In the dir-spec "Unmeasured" is a specific flag, and only
relevant in the consensus. It means 'we don't have three or more bwauth
measurements'. Votes are from a single authority, so naturally they can't
say overall if a relay will have this flag or not.

I suspect you're thinking "omission of a 'measured' value in a vote means
no measurement, so is_unmeasured should be true". However, this attribute
is strictly about the flag. Also, most authorities aren't bwauths, so not
having a measurement is pretty common, and doesn't necessarily mean
anything.
