 I'm concerned about the handling of edge cases in
 `round_to_next_multiple_of` and the name of `cast_double_to_int64`.

 (I think that we should provide the invariant that
 round_to_next_multiple_of(a,b), if it returns, returns x st x >= a and x %
 b == 0. Otherwise we might someday risk Buffer Problems if somebody relies
 on that invariant.  Does that make sense?)

 (I think "cast_..." should be called "clamp_....".)
