It would be neat to learn how much overhead (in number of timing of
circuits) it would take to get the two scenarios closer together.
I currently think it is not practical to make the two scenarios
indistinguishable in practice. But maybe it is feasible to do it in the
case where the hidden service receives no requests?
Step one is indeed research -- to answer the above questions.
