Your intuition is probably right. I had to pick 6667 to avoid 80 after
reading about people still receiving abuse emails when having port 80
open, and after talking to my ISP who warned me about the same happening
to my predecessors who tried to run exit nodes (and I assume were forced
to stop). Unlike HTTP that is still alive and well, IRC has marginalized /
declined in popularity since 2004 (netsplit.de, top 10 networks), making
it less interesting as an abuse target.
80 is essentially a wildcard port, the port-based exit policy system may
simply be obsolete, but I see no short-term solutions to that.
I had no idea that the 'Exit' flag was used as a predictor of being able
to handle most connections. Perhaps it's worth mentioning somewhere. I
thought any open port added incremental value.
