 Here's how to reproduce this bug:

 /etc/tor/torrc:

 {{{
 Sandbox 1
 %include /etc/tor/torrc.d/
 }}}

 Make sure /etc/tor/torrc.d/ exists.

 Run tor:

 {{{
 tor -f /etc/tor/torrc
 }}}

 Send a SIGHUP to the tor process to make it reload the configuration file:

 {{{
 kill -1 <TOR_PID>
 }}}

 I am working on a fix.
