Comment:

 The stem-tor-ci-base job built Tor on wheezy, while our test run on jessie
 or stretch.

 We install the tor Debian package to pull in all the required binaries for
 the tor from stem-tor-ci-base to run, but this was now no longer the right
 set.

 Changed the base job to build on stretch.
