I don't think FreeU accounts for all the new users, only part of them.
There are for sure some Tor Browser users among them, as shown by the
downloads graph and by the bridge users graph (FreeU users wouldn't be
using bridges). Probably, a lot of circumvention systems and VPNs,
including Tor, had an increase at the same time.
