Comment:

 I think actually it does not make sense to reduce the granularity of this.
 It does correctly report the time since the first consensus that the relay
 appeared in, or the time on the first bridge descriptor that is known. It
 is not that the first_seen time is not accurate and is only recorded with
 a granularity of an hour, it's just that the consensuses are valid from
 the start of the hour.

 (Fixed not wontfix because we did already fix the other issues in the
 original description of this ticket)
